I find that there are many bottoms who actually want to top, but are scared too. Either society has always told them they're a bottom and only a bottom. Or they may think their dick isn't big enough (also, sometimes they are just strictly bottoms only) So the key thing to start is going to be communication.  Find out why exactly he doesn't top to start.

If the reason he doesn't top is because of sexual insecurities such as staying hard long enough to top, there are ways to make that easier.
